There is no single price to start a forex brokerage: the cost is the sum of regulatory capital, legal and compliance work, a trading platform, liquidity, a CRM and back office, payment and KYC providers, marketing and people — and the jurisdiction drives the biggest lines. On TradeCore's free plan, the CRM and back office line costs €0.
Most of those costs are set by someone other than the brokerage: regulators set capital, platform vendors and liquidity providers quote their own terms, and payment and KYC providers charge their own fees. This guide goes through each category — who you pay, how it is priced and where a primary source publishes a figure — so you can build your own budget instead of trusting a generic range.
TradeCore is forex brokerage software for new FX/CFD brokers: TradeCore runs the CRM, back office, client portal and the modules around them. For the full launch sequence, read how to start a forex brokerage; this article covers the money.

How much regulatory capital does a forex brokerage need?
Regulatory capital is usually the largest single cost, and it is not spent: it is money the brokerage must hold. The amount depends on the jurisdiction and on the legal permissions the firm holds, above all whether it is permitted to deal on its own account. Whether a firm deals on own account turns on its permissions and the contractual structure of its trades, not on an A-book or B-book label. The published minimums of three tier-one regulators:
- CySEC (Cyprus). Initial capital of €750,000 for a firm dealing on own account, €75,000 for a firm limited to receiving and transmitting orders, executing orders for clients, portfolio management, investment advice or placing without a firm commitment, and not permitted to hold client money or securities, and €150,000 for other investment firms — per CySEC's practical guide to the IFR/IFD.
- FCA (UK). A permanent minimum requirement of £750,000 for a firm permitted to deal on own account, under MIFIDPRU 4.4 of the FCA Handbook.
- ASIC (Australia). Net tangible assets of the greater of A$1,000,000 or 10% of average revenue for retail OTC derivative issuers — ASIC media release 22-250MR.
These are floors, not budgets: each regime adds own-funds and liquidity requirements that grow with the business, with application fees and audits on top. Requirements, and which banks and payment providers will accept a brokerage, vary by jurisdiction; forex broker licence jurisdictions compared covers each regulator. For how execution models work commercially, see the forex brokerage business model: A-book, B-book and hybrid. Take local legal advice on which permissions you need before you size capital.
What do company formation, legal and compliance cost?
Incorporation, the licence application, policies, AML procedures and audited accounts are quoted by law firms and auditors, and the price moves with the jurisdiction and the number of entities. Most regulators also expect named people in key roles, such as a compliance officer and a money-laundering reporting officer, so compliance is a payroll line, not a one-off fee.
TradeCore Compliance keeps that team's work in one place: signup flows built per jurisdiction, a document catalogue and review flow, versioned legal consent and a permanent audit trail on every client. TradeCore never deletes data. The compliance team still owns the AML policy and regulatory reporting; TradeCore keeps the record the regulator asks to see.
How much does a trading platform cost a new brokerage?
The brokerage licenses its trading platform from the platform provider, and the provider quotes its own set-up and monthly terms. That licence does not come from TradeCore. What TradeCore adds is the connection: the brokerage enters its own server credentials and TradeCore runs accounts, clients and trades against the platform.
TradeCore connects to 8 trading platforms: MT4, MT5, cTrader, DXtrade, MatchTrader, TradeLocker, ScaleTrade and TraderEvolution. TradeCore's free plan and Core each include one trading platform, and each further platform is a €200/month add-on on either plan, stackable.
What does liquidity cost?
Liquidity providers, prime brokers and bridge or aggregator vendors quote their own commercial terms, typically a mix of set-up, monthly fees, commission on volume and margin or collateral the brokerage must post. Those terms depend on your volume, your execution model and your credit standing, so get quotes from several providers.
How much do a forex CRM, back office and client portal cost?
This is the one category where a new brokerage can start at zero. TradeCore's free plan is €0 with unlimited clients and no time limit, and your environment is ready as soon as you finish signup. No card to sign up — a card the first time you buy an add-on. It includes the CRM, back office, white-label client portal and a working version of every module.
The free plan's shop lifts single limits, priced per month:
- Back-office seats: from 2 up to 5, €59 each.
- Payment providers (pay-in): from 1 up to 3, €100 each.
- Trading accounts per client: from 2 up to 5, €40 each.
- Automation rules: up to 40 for €350; sequences: up to 10 for €650.
- Lead capture €99 and duplicate-client checking €99.
- Marketing emails: 1,000 a month included, then packs of 3,000 for €99 each.
TradeCore Core is €2,500 a month, flat: 10 seats, one trading platform, two PSPs, one eKYC provider integration, unlimited portal languages, unmetered email and live trade import. There are no per-trader, per-trade or setup fees on any plan. Add-ons on Core include further seats at €59, further PSPs and eKYC providers at €100 each, reporting and statistics at €300 and the Mobile App at €500, all per month.
The alternative is building the stack in-house. A build from scratch typically means 3-6 months of custom development before the first client, 15-20 people (developers, QA, DevOps, project managers), a custom integration per platform taking weeks each, and EUR 50,000-200,000+ in development before launch.
What do payment providers charge a forex brokerage?
Each payment service provider sets its own fees, usually a percentage or fixed charge per transaction plus any set-up, monthly or reserve terms it applies to a forex merchant. Those fees are agreed between the brokerage and each PSP.
TradeCore connects to 100+ PSPs and 300+ payment methods, including Stripe, Skrill, Neteller, PayPal, Praxis and Bridger Pay. TradeCore's free plan connects one payment provider for pay-ins, and the brokerage's team sends each approved payout; Core includes two providers and sends payouts automatically through the connected provider.
What does KYC verification cost?
Electronic identity verification is billed by the KYC provider, usually per check, at rates the provider sets in its contract with the brokerage. A manual review costs staff time instead of per-check fees, which suits a brokerage onboarding its first clients.
TradeCore's free plan runs KYC manually, through the full document review flow. Core includes one eKYC provider integration from SumSub, Onfido, Cellbunq, GBG and ComplyAdvantage, and each further provider is €100/month, with conditional routing between providers.
What do marketing and IB partners cost?
Acquisition is a budget you set: paid media, content, events and the commission you pay introducing brokers and affiliates. IB commission is a cost that scales with the business the partners bring, so price it against how the brokerage earns; IB commission structures explains the options and the forex broker marketing plan covers the rest of the budget.
TradeCore's IB Suite runs unlimited introducing brokers on both plans, each with their own Partner Hub. On Core it pays commission in three categories (Trade-Based, CPA and Prop Challenge) across unlimited partner levels. Email and SMS go out on the brokerage's own SendGrid and Twilio accounts, on every plan, so those providers bill the brokerage directly.
How many people does a new forex brokerage need?
Salaries are a recurring cost that often outgrows the one-off set-up. A new brokerage needs people for compliance, client onboarding, payments and back office, sales and support, and someone who owns the technology. Every manual process adds headcount.
With TradeCore, a 3-person team operates like a 20-person team, with 40 hrs/week saved on manual operations. Automations & AI listens to 200+ event triggers across 17 areas of the brokerage, so onboarding reminders, document chasers and payment follow-ups run without a person sending them.
How to keep start-up costs down
The fixed costs — capital, legal, platform and liquidity — are set by others. The software line is the one you can start at zero and grow only as the business does. Start free. Add only what you need.
- Set up before your first client. A new brokerage can build its signup flows, client portal and connections on TradeCore's free plan alongside the licensing work, with no monthly software bill while the licence is in progress.
- Buy only the shop lines you need. A third seat or a second payment provider is one line in the free plan's shop, not a plan change.
- Choose Core when you need what the shop doesn't sell. Roles, the REST API, outbound webhooks, CSV export, automated payouts, a connected KYC provider, live trade sync and a second regulatory licence come only with Core. The shop lifts ceilings; Core removes them.
- Keep one stack. TradeCore's modules sit on one client record, so there is less reconciling between separate back-office tools.
